External evaluation of AQUIB's transparency

On May 3, 2023, AQUIB voluntarily requested an evaluation of its compliance with Active Disclosure obligations according to the Transparency, Access to Public Information, and Good Governance Act (LTAOBG) from December 9, 2013. This initiative is part of strategic actions aimed at enhancing the institutional transparency of the Agency. The assessment was conducted by the Council of Transparency and Good Governance.

The evaluation report of 2023 (available in Spanish) revealed an Information Compliance Index of 23.1%. Once the corresponding enhancement actions were implemented, the Agency voluntarily reapplied to the CTBG for a new evaluation on January 23, 2024, which resulted in an ICIO of 67.9% (evaluation report 2024, available only in Spanish). Despite the considerable improvement, AQUIB is committed to improve even more its compliance level with LTAOBG. The agency appreciates the positive efforts of the Transparency and Good Governance Council and expresses gratitude for the recommendations provided in the evaluation report.

External evaluation of Data Protection Compliance

AQUIB successfully underwent an audit by PRODAT to assess its compliance with the General Data Protection Regulation and the Organic Law on Personal Data Protection and Digital Rights Guarantee (LOPDGDD). The Compliance Report is available for review in Spanish.

The Advisory Commission, in their meeting on March 6, 2023, approved the revision of AQUIB's Code of Ethics, in order to reinforce the commitment to continuous improvement, transparency and excellence in the Agency's way of acting. The previous version of this document was approved by the Board of Directors on October 25, 2011.

AQUIB has implemented a quality management system based on the UNE-EN ISO 9001 standard. This involves a management approach grounded in a process map and the commitment of the Agency's management bodies to the Quality Policy (last reviewed and approved on December 19, 2022 by AQUIB's Board of Directors). The adoption of this system is a strategic choice to continuously improve the Agency's activities, services and organisation, adapt to changes within the university system of the Balearic Islands, ensure system effectiveness, and comply with legal requirements and commitments. The ISO 9001 standard guides the operation of AQUIB, and the commitment to quality extends to all personnel and professionals acting on behalf of the Agency.

The Spanish Association for Standardisation and Certification (AENOR) granted the Company Registration Certificate to AQUIB in March 2007 and the right to use the AENOR mark with the number ER-0347/2007. The latest follow-up audit in February 2023 confirmed AQUIB's compliance with the standard (s. QMS Certificate).

The scope of the system includes:

  1. Accreditation and assessment of teaching and research staff hired within the university system of the Balearic Islands.
  2. Assessment of the merits of tenured and contracted teaching and research staff at the University of the Balearic Islands.
  3. Follow-up of official university study programmes.
  4. External evaluation of grant applications to support the training of research staff.
  5. Renewal of accreditation for official university programmes.

Communication Protocol

On December 20, 2023, the Agency's Management approved the Communication Procedure of AQUIB. This procedure aims to establish a systematic approach to ensure effective communication at all levels within the Agency. It focuses on both internal and external communication, with identified stakeholder groups and the general public. Responsibilities include decision-making regarding the communication policy, identification of stakeholder groups and their informational needs, and the use of communication channels established by all staff. Additionally, there is a periodic and voluntary assessment of transparency, with quality records, including meeting minutes, satisfaction surveys, and other documents related to communication.


AQUIB has developed a Strategic Plan (2023-2025) to represent the Agency's commitment to excellence, innovation, and sustainable growth. Through deep reflection and meticulous analysis of the Agency's goals and challenges, a path has been outlined, serving as a starting point for defining improvement objectives within the management system. This plan establishes strategic priorities, key objectives, and the guiding strategies for AQUIB's actions, which are summarized below along with their respective compliance percentages of the actions assigned for 2023. Detailed information is included in the Strategic Plan Annual Report (2023). The Agency's Strategic Plan was approved by the Board of Directors during the session held on December 19, 2022.



AQUIB's quality objectives include:

  1. Continuous improvement of its activities.
  2. To give maximum attention and satisfaction to our collaborators and applicants.

To this end, AQUIB has distributed surveys to both its collaborators and applicants in order to collect the degree of satisfaction with the services provided by the Agency. The overall results for the period 2017-2022 are shown below.:
