Modification is the procedure that allows universities to update and improve an official university degree that is already implemented. Through this process, the proposed changes are assessed to determine whether they affect the nature and objectives of the programme and to establish the appropriate type of modification in each case.
This procedure ensures that degree programmes can adapt to new academic, scientific or social needs without losing coherence or quality.
Universities may request changes to their official degree programmes when they need to update or improve any aspect of the programme. Depending on their scope, these changes may be non-substantial or substantial.
Substantial modifications
The university submits the request to the Consejo de Universidades, which asks AQUIB to issue the corresponding evaluation report. The Commission of Study Programmes Evaluation (CET) of the agency analyses the proposal and issues a Provisional Modification Report, which may be favourable, favourable with conditions, or unfavourable.
The university has 15 working days to submit observations. After reviewing them, the CET issues the Final Modification Report, either favourable or unfavourable.
Non-substantial modifications
In institutions that are not institutionally accredited, the university approves the modification following a favourable report from its Internal Quality Assurance System and submits it to AQUIB. The CET analyses the proposal and AQUIB issues a resolution within a maximum period of two months.
In institutionally accredited centres, the university approves the modification and notifies AQUIB. No external evaluation or formal resolution is required.

Evaluation
The Commission of Study Programmes Evaluation (CET) oversees the processes related to official university study programmes. It operates based on the criteria established in the Agency's external evaluation guidelines. The composition and functions of the CET are defined by the Internal Operating Rules of the CET and Panels of AQUIB. According to its regulations, this commission is divided into two subcommissions:
