Ex-ante accreditation

Ex-ante accreditation is the first step in the quality assurance process for official university programmes. This evaluation is carried out prior to the implementation of a new programme and assesses its design, including learning outcomes and competences, the curriculum, academic staff, available resources, and the Internal Quality Assurance System. In this way, it ensures that the programme is properly planned and has the necessary means to deliver high-quality education from the outset.

This process marks the beginning of a continuous improvement cycle, followed by monitoring and culminating in accreditation renewal, thus ensuring a comprehensive evaluation of programmes throughout their entire academic lifecycle.

Evaluation of the application


The university submits the official study programme proposal for the ex-ante accreditation, in accordance with the current regulations and the AQUIB evaluation guide.

Panel review


A panel of experts appointed by AQUIB analyses the submitted documentation in line with the established criteria and guidelines and issues a reasoned technical assessment.

CET evaluation


The correspondent subcommittee of the Commission for the Evaluation of Programmes (CET) reviews the proposal, the panel’s report and all other available information. Based on this analysis, it issues a Provisional Verification Report, which may be favourable, favourable with conditions, or unfavourable. This report is sent to the university, which has 15 days to submit allegations. After considering them, the CET issues the Final Verification Report, either favourable or unfavourable.

Resolution


AQUIB forwards the Final Verification Report to the applicant university, the competent Autonomous Community, the Ministry of Universities and the Council of Universities, which issues the final resolution of the process

The Commission of Study Programmes Evaluation (CET) oversees the processes related to the follow-up and ex post accreditation for official university study programmes. It operates based on the criteria established in the Agency's external evaluation guidelines. The composition and functions of the CET are defined by the Internal Operating Rules of the CET and Panels of AQUIB. According to its regulations, this commission is divided into two subcommissions:
