Esta semana, nos hemos reunido con la Dirección General de Investigación en Salud, Formación y Acreditación del Govern de les Illes Balears para realizar una metaevaluación del proceso de evaluación desarrollado en el marco de las convocatorias Impetus, Primus y Synergia 2025 para proyectos de investigación de la Fundación Instituto de Investigación Sanitaria Illes Balears (IdISBa).

Durante la reunión, se abordaron posibles mejoras y ajustes para seguir optimizando los procesos de evaluación en futuras convocatorias.

We have completed the evaluation process for the applications submitted to the Impetus, Primus, and Synergia 2025 calls for research projects issued by the Health Research Institute of the Balearic Islands Foundation (IdISBa). The files were received by AQUIB on 7 October 2025, and the process concluded on 10 December 2025, when they were returned to IdISBa.

In line with our External evaluation protocol for research grants, the evaluation was carried out by independent experts with specialisation in the relevant scientific fields. These experts assessed each proposal according to the criteria established by the commissioning entity and produced the corresponding technical and scientific reports.

Once the process was completed, the reports were sent back to IdISBa, which will be responsible for issuing the final resolution and awarding the grants.

We have commenced the assessment of research grant applications of the Fundació Institut d’Investigació Sanitària Illes Balears (IdISBa) under the Primus, Impetus and Synergia calls, following the formalisation of a collaboration agreement (available in Catalan).

The agreement, signed by Carlos Enrique Herrero, Managing Director of IdISBa, and Sebastià Massanet Massanet, President of AQUIB, is intended to ensure an objective, independent and efficient allocation of scientific and technical resources. To ensure the quality of the process, we have appointed appropriately qualified experts, independent of the Balearic system, who will prepare the evaluation reports.

Today we have taken part in the Synergia, Primus and Impetus Conference, where we had the opportunity to hold a joint session between the Health Research Institute of the Balearic Islands (IdISBa) and AQUIB.

In this session, we presented the Primus, Impetus and Synergia programmes and shared reflections on how to evaluate calls under the vision of the Coalition for Advancing Research Assessment (COARA), emphasising the importance of open, responsible research with a real impact on society.

The contributions were given by Paula Ramis de Ayreflor, Technical Director of AQUIB; Enrique Barón, Quality Officer at AQUIB; and Daniel H. López, Scientific Manager at IdISBa.

This meeting has enabled us to share knowledge and open up an enriching dialogue on the present and future challenges of the R&D&I system.

AQUIB has signed a collaboration agreement with the Health Research Institute of the Balearic Islands Foundation (IdISBa) for the external scientific-technical evaluation of research grant applications submitted to IdISBa. This agreement aims to ensure objectivity, independence, and efficiency in the allocation of resources for scientific and technical research. The agreement was signed by Carlos Enrique Herrero, managing director of IdISBa, and Sebastià Massanet Massanet, president of AQUIB.

Objectives and Commitments

External evaluation: the Agency will conduct external evaluations of grant applications, ensuring confidentiality and impartiality.

Designation of experts: the Agency will appoint qualified experts to prepare evaluation reports.

Duration of the agreement: the agreement will have an initial duration of four years.

Monitoring and Control

A monitoring committee will be established, comprising representatives from both AQUIB and IdISBa, to ensure the proper execution of the agreement.

A key meeting was held today with the scientific and institutional managers of the Balearic Islands Institute for Health Research (IdISBa), following the completion of the external evaluation of the Institute's Intramural calls. AQUIB coordinated the external evaluation of these three calls: Synergia, Primus and Impetus.

During the meeting, the aspects to be improved for the future were discussed in depth, based on the accumulated experience, the feedback from the evaluators and the comments received from IdISBa and AQUIB.
